Ethiopia Says U.K. Judicial Review of Aid Is Based on Fabricated Claims

(bloomberg) – A British court’s decision to allow a judicial review of aid given to Ethiopia is based on “fabrications” about a resettlement program propagated by people outside the country, the Horn of Africa nation’s Foreign Ministry said.
The High Court in London on July 14 said a review could be conducted into whether the U.K.’s aid agency is adequately monitoring the human-rights record of Ethiopia’s government. The ruling came after an Ethiopian citizen said his government had used aid to implement a resettlement program in the western Gambella region under which he suffered abuses. The program forcibly moved tens of thousands of people and involved “serious human rights violations,” according toHuman Rights Watch. The U.K.’s development agency said it didn’t fund the program.
Ethiopia is enacting a five-year economic growth plan in a bid to reduce poverty and develop industries beyond agriculture, which accounts for 80 percent of employment, according to the United Nations.
Ethiopia’s Foreign Ministry said the Gambella resettlements were voluntary and successfully achieved their goal of improving public services in sparsely populated areas.
“One reason for these distorted views clearly lies in the failure to understand the objectives of the resettlement program,” it said in a statement e-mailed by Ethiopia’s Embassy in the U.K. yesterday. “This has been further compounded by what can only be described as shoddy analysis of the programs on the basis of flimsy, politically motivated or even non-existent evidence.”
Basic Services
The U.K.’s Department for International Development, or DfID, is among donors funding the Promotion of Basic Services program, known as PBS, which provides grants to local governments in Ethiopia to fund the salaries of health, education, agriculture, water and road workers. The current, third phase of the plan that runs until 2018 has a budget of 510 million pounds ($864 million), according to a copy of the court’s ruling e-mailed by DfID.
The U.K. plans to offer 1.3 billion pounds in support to Ethiopia, Africa’s second-most populous nation, between 2010 and 2015. DfID denied it funded the resettlement program and said assistance is only used to provide “essential services like health care, schooling and clean water.”
The agency said July 15 it was unable to comment on ongoing legal proceedings. The PBS program has funded 38,000 health workers, 100,000 primary school teachers and 45,000 agricultural workers, according to Ethiopia’s Foreign Ministry. Programs such as PBS helped Ethiopia’s poverty rate fall to 29.6 percent in 2011 from 38.7 percent in 2005, it said. Read more

በዚህም መሰረት ለዝቅተኛ ደሞዝ ተከፋዮች ከደሞዛቸው ላይ 46 በመቶ የተጨመረ ሲሆን ለከፍተኛ ደሞዝተኞች ደግሞ 33 በመቶ እንዲጨመርላቸው ተደረጓል።

የተደረገው ጭማሪም በዋናነት የኢኮኖሚ እድገቱን ተከትሎ የተከሰተውን የዋጋ ንረት መንግስት ሰራተኛው እንዲቋቋመው አላማ ያደረገ እንደሆነ ነው ሚኒስትሩ አቶ ሶፊያን አህመድ የተናገሩት።

ጭማሪው ከዚህ ጊዜ በኋላ የሚገለፁትና በልዮ ሁኔታ በዋናው የሲቪል ሰርቪስ አሰራር ውጭ ባሉት የተመረጡ ተቋማትንም የሚያካትት ነው።
በዚህ የደሞዝ ጭማሪ ዝቅተኛ የጡረታ አበል ለሚከፈላቸው ጠረተኞችም ልዮ ትኩረት ተሰጥቷል።
ለአብነትም 294 ብር የጡረታ አበል የነበራቸው ጡረተኞች በአሁኑ ጭማሪ 503 ብር እንዲያገኙ ነው የተደረገው።
ከዚህ ባለፈም የተደረገው የደሞዝ ጭማሪ በ1999 እንደተደረገው በሶስስት ዋና ዋና ዘርፎች ላይ ለሚገኙ ሙያተኞች በጭማሬው ልዮ ትኩረት እንደተሰጣቸው ነው ሚኒስትሩ አቶ ሶፊያን የተናሩት።
በጭማሬው ልዮ ትኩረት ያገኙ ተቋማትና ግለሰቦች፤ መጭውን ትውልድ በመቅረጽ፤ በሃገራችን የቴክኒዎሎጂ ሽግግር እንዲፈጠር በማድረጋቸውና መሰረታዊ አገልግሎት እየሰጡ በመሆናቸው እያበረከቱት ባለው የላቀ አስተዋፅኦ የተመረጡ ናቸው።
ዘንድሮ የተደረገው ጭማሪ በመላ ሃገሪቱ ለሚገኙ 1ነጥብ ሶስት ሚሊየን የሲቪል ሰርቪስ ሰራተኞች ያካተተ ሲሆን መንግስት ለተደረገው ጭማሪ ብቻ 10 ነጥብ ሶስት ቢሊየን ብር ወጭ አድረጓል።

Ethiopian Court Charges Bloggers, Journalists With Terrorism

The members of the Zone 9 blogging group and reporters are accused underEthiopia’s anti-terrorism law of working with Ginbot 7, which is classified as a terrorist group by the government, Judge Tarekegn Amare told the Federal High Court today in the capital, Addis Ababa. The defendants, who were arrested in April, received funding and training in explosives from abroad, he said.
“The prosecutors didn’t actually mention any specific act which it claimed that they planned to do,” defense lawyer Ameha Mekonnen told reporters after the hearing. “They simply said that they planned, organized themselves and conspired, things like that.”
Donors such as the U.S. and the United Nations have said that Ethiopia’s 2009 anti-terrorism law is used to criminalize legitimate dissent from journalists and opposition politicians.
Award-winning writer Eskinder Nega was sentenced to 18 years in prison in 2012, while two Swedish journalists who traveled with with a rebel group were accused of supporting the insurgents and convicted under the law in 2011.
Anyone prosecuted under the anti-terrorism law is part of a network that begins in Eritrea, Ethiopia’s regional enemy, and reaches Somalia, Kenya and South Sudan, Prime Minister Hailemariam Desalegn told reporters today.
Banned Organization
“When you put yourself into this network and you try to be a blogger, don’t think you are going to escape from the Ethiopian government,” he said in the capital. “I don’t think becoming a blogger makes anyone immune if somebody involves into this terrorist network that destabilizes my country.”
The Oromo Liberation Front, a banned organization fighting for more autonomy for Ethiopia’s Oromo people, was mentioned in the charges once, Ameha said.
The charges didn’t appear “professionally done” and the defendants, who are all in their 20s and 30s, accused the authorities of forcing them to sign confessions in previous hearings, he said. “They were forced to sign statements that they did not write,” Ameha said.
Similar allegations have been made in previous terrorism cases and are false, State Minister of Communications Shimeles Kemal said by phone from Addis Ababa. “There is nothing whatsoever to substantiate these allegations,” he said. Read more

Abebe Bikila, an Ethiopian double Olympic marathon champion, widely known as for winning a marathon gold medal running barefoot, was born on August 7, 1932.
Abebe flew by the soldiers standing with flaming torches along the darkening course that evening and slowly pulled away from his Moroccan opponent before crossing the finish line at the Arch of Constantine in a world-record time of 2:15:16.
Asked later why he ran barefoot, Bikila replied, “I wanted the world to know that my country, Ethiopia, has always won with determination and heroism.”
With his 26-second win over Rhadi, Abebe Bikila had become the first black African to win a gold medal in Olympic history.

Football star, national coach, and sports leader Yidnekachew Tessema, affectionately nicknamed the “Father of African Sport was remembered last week in Addis Ababa.
Yidnekachew had served as the President of the Confederation of African Football, President of the Union of African Sports Confederations, honorary President of the Association of National Olympic Committees of Africa, Member of the Executive Committee of the Supreme Council for Sports in Africa and member of the International Olympic Committee.

Egyptian President Ready to Visit Ethiopia

Awramba Times (Jigjiga,Ethiopia) – Egyptian President Abdel-Fattah El-Sisi said that Egypt appreciates Ethiopian development efforts, so long as they do not negatively affect Egypt’s interests
According to Egypt’s leading online journal, Al-Ahram, President El-Sisi has said he is ready to go to Ethiopia if the visit would be in Egypt’s best interests. He made his remark during a meeting with media figures and journalists Sunday, when asked about the Grand Ethiopian Renaissance Dam.
El-Sisi added that Egypt appreciated Ethiopian efforts towards development, as long as they would not negatively affect Egypt’s interests.
A new round of talks between Egypt, Ethiopia and Sudan about the Grand Ethiopian Renaissance Dam and its impact on Egypt will start 26 August in Khartoum.
“We want them (the Ethiopians) while building the dam to take into consideration that there should not be a negative impact on Egypt during the time the Grand Ethiopian Renaissance Dam’s reservoir is full, or during operations of the dam,” the Egyptian president said, adding that he was promised by the Ethiopian president that Egyptian interests would not be harmed because of the dam.
Egypt has expressed concerns regarding the Ethiopian dam since 2013, especially regarding Egypt’s share of Nile River waters. Ethiopia maintains that Egypt’s share won’t be affected negatively by the dam.
